Battery Charger System Test Method Development

Update: The Energy Commission has released
a call for test data using revision (2.2) to the Final California Battery Charger Systems Test Procedure . A test data template is required.

Pacific Gas & Electric (PG&E) has funded Ecos Consulting and EPRI to finalize the Battery Charger System Energy Efficiency Test Procedure.  This test procedure was most recently updated with Public Interest Energy Research Funding from the California Energy Commission. This procedure includes in its scope all battery chargers with less than 2000 watt input and takes into account the energy efficiency of the system in active (charge) mode.

Multiple drafts of this test procedure have been distributed for comment, along with several comment response documents that summarize and address stakeholder positions on various elements of the test procedure. Final documents will be made available to all regulating jurisdictions, domestic and international, that wish to reference the test procedure for mandatory and voluntary battery charger system energy efficiency policies. All recent revisions to the test procedure can be found below.

Please also note that the U.S. Environmental Protection Agency's ENERGY STAR program has developed a test procedure for a more limited range of battery chargers. It is currently being used to evaluate battery charging products like power tools and hygiene products for compliance with the ENERGY STAR's battery charger specification. The test procedure currently under development is different from ENERGY STAR's procedure in that it is more comprehensive.

Stakeholder Participation

In order to direct stakeholder comments to high priority issues, the consultant team released a working draft of the Battery Charger System Energy Efficiency Test Procedure on May 21, 2007. This identifies changes that are proposed in response to the comments received on the February 2006 draft as well as additional testing and research that has been completed by the team in recent months. Stakeholders may also reference Draft 2 Energy Efficiency Battery Charger System Test Procedure and Energy Efficiency Battery Charger System Test Procedure Comprehensive Comment Summary for an historical record of the last published draft.

In addition, the consultant team informed stakeholders of the direction of the final draft and provided opportunity for comment at a Battery Charger System Energy Efficiency Test Procedure workshop on May 30, 2007. Written comments were also accepted until June 15, 2007.

Stakeholder comments and participation beyond this point have been addressed through the California Energy Commission's Title 20 rulemaking mechanisms. Public documents associated with Title 20 rulemakings related to battery charger systems, including discussions on the test procedure, can be found on the Commission's web site.

May 2007 Workshop Summary and Documents

On May 30, 2007, the consultant team working with Pacific Gas & Electric to finalize the Battery Charger System Energy Efficiency Test Procedure held a web-based stakeholder workshop to discuss the most current version of this document and share future directions for its finalization.
